We have developed resources and training to support schools with early intervention strategies, such as:

• R2i strategy
• R2i training
• SEMH toolkit
• RPI
• Signposting to services in the city
• Ordinarily Available Provision

Launch in January 2026:

Step 2 Advisory Request – referral to INclude

Possible outcomes from a referral are:

• Accepted to INclude
• Declined with signposting, feedback & consultation offer​

Targeted Intervention with School

• INclude Learning Mentor and Teacher
• 12 weeks of intervention with school, family, and pupil
• Prior to casework beginning:​ Brief introductory meeting on Teams – outlining who we are, the process, setting up pupil voice/ parent voice

What to expect at the initial meeting?​

• Gathering baseline information, learning about the pupil and their barriers 
• Co-create a hypothesis and objectives​ based on a Social Emotional
• Wellbeing Inventory, parent/pupil voice and current knowledge
• Learning assessments will be organised where appropriate

What if INclude Step 3 does not reduce the pupil’s risk of permanent exclusion?

• Summary form completed and submitted to moderation panel​

Internal multi-agency panel

• Step 4 facilitates decision making and moderation
• Provides an overview of the city and its needs
• Ensures fairness! 

Outcomes could be: 

• Extension to Step 3
• Escalate to Step 5
• Close Step 3​ 
• Recommend a Supported Transfer
• Denewood Assessment Place 
• Interim AP
• Escalation to Complex Case Panel

The Include Taskforce

• 6 weeks intensive multi-agency support delivered at pace
• Select and assemble the Taskforce
• Host a strategy meeting – the intention is not to comment on ‘what school should do?’ but identify proactive support - ‘what can the taskforce do to help?’​

​What if INclude Step 5 does not reduce the pupil’s risk of permanent exclusion?

• Rescind back to Step 3
• Action plan collaboratively produced with school and INclude
• If still at risk of PEX, we hand over to Complex Case Panel
